There is the long way of doing this, and the quick way of doing this.

First the quick way: Download TrueStudio (Eclipse) and select one of their STM32 FreeRTOS projects - https://atollic.com/truestudio/

Then the long way: Download vanilla Eclipse with the CDT, install the arm-none-eabi-gcc compiler, and follow the instructions for setting up an Eclipse project. The following links might help:
