How to start without STK board for atmega32

Hello RTOS Experts,
My problem is that till know i m developing my prototype projects without evaluation board for atmega16,atmega32 etc.But know i want to make RTOS implementation atmega32.Is it possible to make it without STK or evaluation board.
Some more questions i have about my compiler i m using IAR AVR C Compiler.What i have for the development i m telling you and please confirm me is it enough resource for the rtos implementaion or not.

2>AVR Programmer (Software).
3>AVR Programmer Circuit.
4>Compilers (IAR AVR C Compiler, Codevision).

Please let me confirm that how can i make inplement the rtos works.
